Five parts of a bulk specification
- Quantity: the target amount and whether partial fulfilment is useful.
- Creation period: exact year, range or mixed batch.
- Mandatory criteria: only the conditions that every item must meet.
- Allowed variation: nearby years or other acceptable differences.
- Review and delivery: how items, evidence and support terms will be checked.
